OF THE DIVISIONAL LEVEL MEETING (SCOUTS & GUIDES), CHANDIGARH
A Meeting of Bharat Scouts & Guides Divisional Association, KVS
Chandigarh Region was held under the Chairmanship of Sh. M. S. Chauhan, Deputy
Commissioner on 21.12.2011 at KVS, RO, Chandigarh.

Commissioner welcomed and introduced the members of the Association and discussed
implementation of the minutes of the previous divisional meeting of BS&G of
Chandigarh Division held on 01.07.11 and discussed scouts & guides
activities conducted during the session and the remaining activities of
2011-12. The committee confirmed the minutes of the previous meeting.
The activities to be conducted during the Session
2012-13 were discussed in details and the following decisions were taken:
1. GROUP REGISTRATION :-
All KVs under Chandigarh Region must register Scouts and guides to the
Divisional Association of BS&G through respective District Chief Commissioner(S&G)
by 30.04.2012 as per details of registration given below: -
Scout
Section : Scout Group consists
of Cub pack and Scout troop. A Cub pack shall consist of not less than 12 but
not more than 24 Cubs in one pack. A Cub pack shall be a unit of Group of Cub
pack and Scout Troop. However, where there is no such group, a cub pack shall
be treated as a Group. Scout Troop shall consist of not less than 12 Scouts but
not more than 32 Scouts. A Scout Troop shall be a unit of Group of Cub pack and
Scout Troop. However, where there is no such group, a scout troop shall be
treated as a Scout Group.
Guide
Section
A Guide company consists of Bulbul Flock and Guide Company. A Bulbul
Flock shall consist of not less than 12 but not more than 24 Bulbuls in one
Flock. A Bulbul Flock shall be a unit of Group of Bulbul Flock and Guide
Company; however where there is no such group a Bulbul Flock shall be treated
as Group.
Scout
Registration
A Scout Group (Cub pack and Scout Troop) must register with the
Divisional Association of Chandigarh Region through respective Distt. Chief Commissioner(Scouts).
A group registration will be @ Rs.250/- per group and individual
Registration fee(IRF) for a Cub will be Rs.2/- per Cub and Rs.6/- per Scout and
Rs.12/- per Adult Leader(Cub Master and Scout Master).
Guide
Registration : -
A Guide Group (Bulbul Flock and Guide Company) must register with the
Divisional Association of Chandigarh Region through respective Distt. Chief Commissioner
(Guides).
A group registration will be @ Rs.250/- per group and individual
Registration fee(IRF) for a Bulbul will be Rs.2/- and Rs.6/- per Guide and
Rs.12/- per Adult Leader(Flock Leader and Guide Captain).
Registration fee of Scout Group and Guide Company will be send through
separate Demand drafts in favour of “KVS Regional BS&G Fund” payable at
Chandigarh.
The Registration form having
details of Registration along with draft be sent directly to Regional Office
and the copy be sent to the concerned District Commissioner for Registration.
2. Registration of PM Shield :
Registration for Prime Minister(PM) Shield Competition should be
completed by 20.04.2012 at Vidyalaya level. Registration form to be filled is
enclosed, to be forwarded to the Regional Office alongwith a DD of Rs. 10/- in
favour of “The Director NHQ BS&G”
payable at New Delhi.
3. Patrol Leader Training Camp:
Venue – K. V. No. 2, Ambala (Distt. I & IV)
K. V. No. 1,

Pratham Sopan Testing Camp
These camps will be organized at
Vidyalaya level up to 2nd week of July, 2012.
b)
Dwitya Sopan Testing Camp:-
It will also be held at Vidyalaya level up to 2nd week of August, 2012.
- Tritya Sopan Testing Camp: Tritya Sopan Tesing Camp will be held at four venues w.e.f. 2nd May to 04 May, 2012 as follows:

6. Basic Course for Cub Master and Flock Leader : 1st week of Feb,
2012. The Principals concerned should ensure that the participation CM & FL
should be mandatory from primary section.
7. Basic Course & Advanced Course for Scout
Master and Guide Captains:
Basic Course for Scout Master and Guide Captains will be held in the Ist
week of April, 2012, Venue and Date will be intimated later on by KVS, RO, Chandigarh. The
Principals concerned should ensure that the participation SM & GC should be
mandatory from Secondary section.
8.
Each Vidyalaya will prepare a register for recording the achievements of
the Scouts and Guides of their
Vidyalaya in Academic, sports, cultural and adventure activities. It must be
shown at the time of Annual Inspection.
Each Vidyalaya should prepare
Scouts & Guides corner in the Vidyalaya.

Pre-Rajya Puraskar Testing Camp : -
Dates and Venue will be decided as per schedule of Rajya Purskhar
Testing Camp.
9.
Rajya Puraskar Testing Camp: - Dates and venues will be intimated
lateron.
Participating Regions:
- Dehradun 2. Delhi 3. Jammu 4. Lucknow 5. Chandigarh Region.
10. A Cub –Bulbul Pravesh and Pratham Charan
testing camp will be organized at Vidyalaya level in the month of August,2012.
11. Cubs and Bulbul Utsav:

Expenditure during Cub Bulbul Utsav on
Prizes, certificates and Mementos will be met out from KVS Regional BS&G
fund.
12. The literature of BS&G (APRO I,II,III
part, Scouting for Boys, S&G Pragati Path, Scout Master Hand book) will be
provided to the teachers attending Basic Course from the KVS Regional BS&G
Fund. Mr. Ramesh Kumar, ALT(S), K. V. No. 1, Bathinda Cantt. and Mr. Devdatt,
TGT (Skt), K. V. No. 2, Ambala Cantt. will arrange it.
13. It is decided that a Divisional Level
Training Centre will be developed at K. V. No. 2, Chandimandir. All expenditure
will be made from KVS, Chd BS&G Divisional Fund. Mrs. Daljeet Kaur,
Principal, K. V. No. 2, Chandimandir Cantt. & District Chief Commissioner(G),
Distt. III, will work on this project.
14(a) Registration fee @ Rs.100/- per participants
in all the activities. Registration Fees will not be charged from the escorting
teachers.
(b) DA for for Pre – Rajya Puraskar and
Rajya Puraskar will be met from the KVS
BS&G Divisional Association Fund, Chandigarh.
15.
District Level Association Meeting must be conducted by 31.01.12, so that a
Divisional Level Meeting may be held in Feb., 2012.
16.
One days district level workshop will be held for planning activities of scouts
and guides during the month of April, 2012. The DCC will decide the date and
venue of the workshop.
17.
A blog of KVS, BS&G, Chandigarh Division – It is decided that blog of KVS,
BS&G, Divisional Level will be started. Shri. Ramesh Kumar, ALT(S), K. V.
No. 1, Bathinda will maintain the blog.
It is also decided that DCCs will also
start a blog of the district. They can take help of Shri. Ramesh Kumar, ALT(S),
K. V. No. 1, Bathinda, if required.
18.
Awards – Reference KVS(CR), letter No.
BS&G/Acad/(KVSCR)/2010/18076 to 18143 dated 16.09.11 the awards to be given
as per details follows –
Vidyalaya Level – (4x Rs.1000 per =
Rs. 4000) from school VVN to be decided
by the Principal latest by 31.01.12.
District Level – (4xRs. 5000 per = Rs.
20000) from Divisional Fund to be
decided by District
Association latest by 31.01.12

16.
Facilities for Teachers –
(a) Uniform Allowance – Reference KVS(CR),
letter No.
BS&G/Acad/(KVSCR)/2011/ 26797to
26864 dated 28.11.11, It is entitled only to unit leaders. Proforma regarding
details of unit leaders of the KV alongwith the application proforma already
e-mailed to all the KVs of this region must be sent latest by 20.01.12. Uniform
Allowance to be drawn only from one place i.e KV/Divisional Fund.
17.
Facilities for Students –
(a) Scarf, Vogle, Cap, Belt and Badges
will be provided free of cost to the students by the
Vidyalaya at the time of their first
registration in scouting as Cub/Bulbul/Scout &
Guide by procuring these items form
the Bharat Scouts & Guides, National
Headquarters, New Delhi.
(b) Each Scout/Guide will be trained for
March Past and will be provided refreshment @
Rs. 15/- per day for taking part on
the day it is held.
(c) Text Books will be provided free of
cost to the Scouts/Guides who have been
declared qualified for the
Rashtrapati Award by BS&G, NHQ, New Delhi.
(d) Scouts/Guides will get preference in
selection for activities like trekking,
mountaineering, water sports,
adventure etc.
The above expenditure will be met out
of Vidyalaya Vikas Nidhi (VVN).
